空中飞车法规问题阻碍市场化进程

收放自如、可飞可开、通行无阻……猛然一看,飞行汽车集各种优势于一身。而正是未来蕴含的巨大空间,让一些公司在飞行汽车领域动作频频。

  今年6月,奥迪与其合作伙伴空中客车将在德国境内测试空中出租车;uber宣布,2020年开始进行无人驾驶飞行汽车的商业测试,2023年飞行汽车正式销售。

  相比国外如火如荼的发展势头,国内企业对飞行汽车的热情也不低。去年11月,吉利正式宣布全资收购美国太力飞行汽车公司,该公司已有12年研发飞行汽车设计与制造的经验。

  当然,虽然是自主品牌车企收购,但ChrisJaran直言,首批用户只对美国本土开放,后期还会将产品推向欧洲市场。

  听到这样的答案,广大国内消费者不禁心中疑窦丛生:“为什么在中国生产的无人汽车,国内消费者却不能成为首批用户?”

  面对这个问题,中国民航管理干部学院通用航空系主任吕人力表示,摆在飞行汽车面前的最大问题是应用场景的延伸和使用频度的提升。现在中国低空空域还未放开,低空飞行的监管与大数据、信息化技术的发展水平还不高。

  值得注意的是,在刚刚过去的十一假期期间,就发生了多起游客随意使用无人机干扰公共空域事件。由于无人机容易出现偏离预定航线和空域的情况,一旦不明飞行物进入重要目标上空,造成的后果不可小觑,更不要说体型较大的飞行汽车。

  目前我国对飞行汽车相应的法律法规还未出台。如果在这种情况下直接放任其自由发展,市场发展前景可想而知。但反观即将上市的首款飞行汽车Transition,其已经获得了美国联邦管理局的飞行器许可证,以及美国国家公路交通安全管理局的汽车上路许可证,确保飞行汽车能同时具备汽车和飞机使用许可。

  当前,国内通用航空相关基础设施尚不完善,也在很大程度上阻碍了飞行汽车市场化发展。记者从本次大会现场得知,中国通用机场数量远少于美国。美国有1.9万个通用机场,航空通达点更向日常使用逼近。而中国,正在规划的只有500个通用机场。

  由此可见,相关基础设施的不完善让Transition这种需要跑道起降的飞行汽车找不到机场,也自然无法打开市场销量的大门。

  欣喜的是,当前国家层面已开始布局通用航空的基础设施,如布局低空监视网络,通用机场的发展,并培育飞行文化。“寂寞的天空需要新载具,只有解决了空域资源和基础设施建设等客观问题,才能在城市上空构建更加智能高效的运行管理体系,飞行汽车才能飞得更好。”吕人力说道。

Faced with this problem, Lu Man, director of the General Aviation Department of CAAC, said the biggest problem facing flying vehicles is the extension of application scenarios and the enhancement of frequency of use. At present, China's low-altitude airspace has not been opened, low-altitude flight supervision and large data, information technology development level is not high.

It is noteworthy that during the past 11 holidays, there have been many incidents of random use of UAVs by tourists to interfere with public airspace. As UAVs are prone to deviate from the scheduled route and airspace, once the UFO enters the air above important targets, the consequences can not be underestimated, let alone the larger flying vehicles.

At present, China's corresponding laws and regulations on flying cars have not yet been promulgated. If we are allowed to develop freely under such circumstances, the market development prospects can be imagined. But the upcoming first flying vehicle, Transition, has been granted a Federal Administration vehicle license and a National Highway Traffic Safety Administration (NHTSA) vehicle license to ensure that flying vehicles have both vehicle and aircraft licenses.

At present, the domestic general aviation related infrastructure is still imperfect, but also to a large extent hindered the development of flying vehicles marketization. Reporters learned from the conference that the number of China's general airports is much less than that of the United States. There are 19 thousand general airports in the United States, and the aviation access point is closer to daily usage. China, however, is planning only 500 general airports.

Thus, imperfect infrastructure makes it impossible to find an airport for a flight vehicle like Transition, which needs a runway to take off and land, or to open the door to sales.
