普通汽车的交通规则对于飞行汽车来说肯定是不能适用的，但是如果想现在国内对于私人飞机的条例，也无法应用上去。因为现在国内的私人飞机使用手续之繁琐让人瞠目结舌，之前就有人说过，私人飞机在国外想飞，只需要提前几个小时跟机场确认起降机场，航线，速度，高度等问题就可以了。在国内，审批手续据说要一周，因为涉及民航，机场，政府，空军等诸多方面的问题。如果说飞行汽车也如此这般，可能就没人有兴趣了。

唯一的可能是划分指定的空中航线，供飞行汽车使用，不过这就和地面道路一样，容易产生拥堵问题。在地面上，汽车堵住了，停着就好了，可是飞在空中，可不能停凌空悬停的难度和所耗费的燃料是一个非常庞大的数字，而且技术难度远远要大过让车滑行起降。（具体问题请直接参考美军F35的起降技术，目前国内还没有可以垂直起降的战机）

而且在数千米高空，也不可能有所谓的红绿灯来调整车流。更可怕的是，空中划定的道路是虚拟道路，即使使用高科技手段限制了飞行汽车的飞行航路，须知黑客是用来干什么的？一旦被破解，像911这样的事故，发生的概率就会直线上升（貌似这点还是美国比较担心吧）。况且空中一旦发生事故，对地面和对建筑物的影响将是地面车祸的数倍甚至是数十倍。因此要制定飞行汽车的交通规则肯定不会那么容易，它需要和基建，甚至是汽车制造厂商合作，从软硬件各方面，去对其作出规范。

总的来说，飞行汽车的推出，只是我们从准三维交通向三维交通进化的第一步。并不是说飞行汽车推出了，三维交通，全民飞行的时代就这么来临的，相反，如此多的问题还正亟待解决。甚至可以说，飞行汽车带来的不一定是更多的便利，而是更多的麻烦。
